Description
A common challenge in the Central Baltic (CB) area is the underutilisation of local companies' growth
and scaling potential. Insufficient support systems, limited resources, and market fragmentation
restrict cross-border expansion, reduce global competitiveness, and slow economic growth.
“Time 2 Scale” is a scaleup program that will create more scaled-up companies within CB by
providing tailored support to ambitious and high-potential companies from Finland, Estonia, and
Latvia, addressing the main cross-border scaling challenges faced by our target participants:
technology-enabled companies across nine fields.
The project will strengthen the CB entrepreneurial ecosystem by supporting 72 companies within 38
months. At least 30 companies will scale, contributing to the realisation of PO2.
Project outputs: three 9-month Program Cycles with 24 companies per partner, 9 info sessions, 12
joint cross-border workshops per cycle, participation in 3 entrepreneurial events per cycle; 10 hours
with an industry advisor per company, one tailored business trip per company, 216 individual
consultations.
The program will also offer company-specific development plans, quarterly roadmaps, feedback,
alumni activities. The project will assist companies in penetrating new regional markets through pilot
projects and market validation initiatives in collaboration with local stakeholders.
Together, Hanken, EBS, and RTU will offer participating companies more comprehensive, robust, and
swift support than any partner could provide on its own. This project leverages the diverse levels of
innovation across participating countries (EIS 2024), enabling targeted cross-border knowledge
exchange that strengthens CB innovation capacity.

community building and contribution to the long-term development of service paths related to cross-border entrepreneurship support in higher education institutions.
