Abstract
This report is based on the equality and non-discrimination plans drawn up by the Finnish higher education institutions. The plans were requested from the higher education institutions in spring 2020. The report focuses
on describing how the higher education institutions utilise these plans in the promotion of gender equality and non-discrimination among their staff. In addition, the report includes a brief description of how the plans
are used for promoting gender equality and non-discrimination among students.
The plans include a number of different and inspiring ideas for promoting gender equality and non-discrimination among staff. The most frequently covered topics are equal recruitment, career development, pay, reconciliation of work and family life, and prevention of discrimination and harassment. Measures
promoting equality and internationalisation of staff are most often related to recruitment or workplace development through different forms of equality training. In general, however, the plans leave a lot of room for improvement. When examined in relation to the provisions of the Act on Equality between Women and Men, most of the plans require updating. Some of the
plans are not currently in force, and some of them are missing certain sections required by the Act, such as an assessment of the implementation of previous development measures.
