Abstract

Humanitarian operations are often set in the midst of complex contexts, characterized by uncertainty and compounding factors that create challenges for organizations responding to crises. One of these key challenges involves managing paradoxical trade-offs, where decision-makers must contend with contradictory choices amid conflicting priorities or goals. In these situations, the pursuit of one outcome may come at the cost of another, and finding an optimal solution becomes a delicate and nuanced process. Building on paradox theory and paradoxical typologies, this chapter delves into the dynamics of humanitarian logistics within complex emergency contexts. Drawing from real-world case studies, it illuminates the paradoxes and underlying tensions confronted by humanitarian logisticians as they strive to deliver aid effectively in emergencies. The chapter enhances our comprehension of how decisions are made in the face of uncertainty and sheds light on the paradoxical decisions inherent in providing timely and effective assistance during complex emergencies.
